The rubber cap pictured here is molded as one rubber piece - the body is securely attached to the electronic device, and the cap is in turn attached by an integrated rubber lanyard.

The material used for the rubber switch cover passes the UL-94V flammability specification and also is ozone resistant for long-life in an outdoor environment.
